Can foreigners legally buy property in Türkiye?

In most cases, the answer is yes.

How Does the Title Deed Transfer Work?

In Türkiye, ownership is transferred through official registration with the Land Registry Directorate.

A private agreement or preliminary sales contract by itself does not transfer legal ownership of the property.

The official title deed registration is therefore a critical stage of the purchase process. 

Depending on the transaction, documents may include identification or passport documentation, property information, municipal value documentation, compulsory earthquake insurance for applicable buildings and representation documents if someone is acting through a power of attorney.

A certified interpreter may also be required when a party does not speak Turkish. 

Can You Buy Property Through a Power of Attorney?

Yes, property transactions can be completed through an appropriately authorised representative in certain circumstances.

However, powers of attorney issued outside Türkiye must comply with specific formal requirements.

Depending on the country in which the document is issued, apostille, consular certification and certified Turkish translation requirements may apply. 

International buyers should therefore arrange the power of attorney carefully rather than using a generic document.

Should You Check the Property Before Sending Money?

Absolutely.

Foreign buyers should avoid transferring significant funds simply because they have seen an attractive advertisement, presentation or sales offer.

What exactly is registered on the title deed?

What is included in the purchase price?

Buying Property Does Not Automatically Mean Turkish Citizenship

This distinction is extremely important.

A foreign national can purchase property in Türkiye without applying for citizenship.

Property ownership and citizenship by investment are separate processes.

Under the current citizenship-by-investment framework, qualifying real estate investment is subject to a minimum value of USD 400,000 or the equivalent in foreign currency, together with a restriction preventing the property from being sold for at least three years and other applicable requirements. 

Simply purchasing a property priced above $400,000 does not by itself guarantee citizenship eligibility.
